La Policía de Chicago anunció los resultados preliminares de una amplia serie de investigaciones de narcóticos conducidas en cuatro distritos en el Lado Sur de la ciudad. Esta Misión Ejecución Unificada de Narcóticos (NUEM, por sus siglas en inglés), fue conducida en los Distritos 6º (Gresham), 7º (Englewood), 8º (Chicago Lawn) y 9º (Deering).

Personal de la División Narcóticos de la Policía de Chicago, junto con miembros de las Divisiones Ejecución de Pandillas  e Investigación de Pandillas y oficiales de patrulla y tácticas de distrito trabajaron en conjunto para ejecutar esta NUEM. Comandantes de Distrito y tenientes tácticos ayudaron a guiar el arribo de personal en sus distritos.

“La coordinación de esfuerzos, cooperación y contribución de varios Burós – Patrulla, Crimen Organizado, Detectives – ayudaron a hacer de esta misión un éxito”, dijo el Superintendente Garry McCarthy. “Esfuerzos como estos son parte y fracción de nuestra más amplia Estrategia pro Reducción de Violencia”.

La policía usó compras encubiertas de narcóticos, vigilancia y otras técnicas investigativas durante esta misión. Reunión inteligencia post arresto llevó a información adicional a usarse como parte de la investigación continua.

“Misiones de esta naturaleza no paran simplemente con una ronda u ola de arrestos”, señaló James O’Grady, Comandante de la División Narcóticos. “Esta operación sigue enfocada en asuntos más allá de la actividad de narcóticos a nivel calle. Hemos hablado de un arreglo total de calidad de problemas vitales, actividad pandilleril y crímenes violentos que giran alrededor del comercio de narcóticos”.

En el transcurso de esta misión, la policía ejecutó 61 órdenes de cateo y arrestó a 55 ofensores. También se recuperaron 15 armas y se decomisaron 3 vehículos.

A cierta hora, la policía aprehendió a dos abastecedores mayores de drogas en el 7º Distrito (Englewood) con 2,400 gramos de cocaína y 1,000 gramos de heroína, con un valor total estimado en la calle de más de $400,000. Durante otro incidente en la ejecución de esta misión en el 6º Distrito (Gresham), la policía decomisó $120,000 en procedimientos supuestos de narcóticos. Una orden de cateo en el 8º Distrito (Chicago Lawn) resultó en la recuperación de 10 libras de cannabis.

Cargos en contra de los arrestados durante esta misión ejecución incluyen Entrega de una Substancia Controlada y Posesión de una Substancia Controlada.

Además de esta NUEM, la policía condujo una investigación separada de narcóticos en el lejano Lado Sur, en el 22º Distrito (Morgan Park). En esa investigación, la policía ejecutó tres órdenes de cateo, identificó nueve blancos y a la fecha ha puesto a cuatro ofensores bajo custodia.

I hope Alderman “Proco” Joe Moreno knows that there are plenty of businesses in the 1st ward that discriminate for a number of things.

Two days ago, Alderman Moreno told the Chicago Tribune this: “If you are discriminating against a segment of the community, I don’t want you in the 1st Ward.”

Those comments were in regard to the fast food restaurant Chick Fil-A. Chick-Fil-A is a southern-based fast food chain that believes in “traditional” marriage. This means they are against gay marriage. Even though I disagree with them that is their right to feel that way.

Most of my life, I have either worked, shopped or lived in the 1st ward. I’ve seen and heard my fair share of businesses that use discrimination to “steer” away unwanted patrons. Don’t get me started on some of the cab drivers in the neighborhood.

Let’s look at some of the people and groups the Alderman has taken campaign cash from. Some of the donors have some interesting stories. Let’s take a look at a few:

Juan Rangel, the CEO of the Latino charter school powerhouse UNO donated $250 in 2010. The same charter school that Mayor Rahm Emanuel uses as his backdrop when he needs support from the Latino community. One might say  that the state rep. race between UNO-backed candidate Silvana Tabares and community activist Rudy Lozano, Jr. was a referendum in the unions vs. charter schools debate.

Juan Gaytan, Jr. of Monterrey Security Consultants, Inc. donated $1000 in March of this year.  Gaytan,Jr. is a former Chicago Police Officer. Remember when then Chicago Police Superintendent Terry Hillard recommended that Gaytan, Jr. be fired? Allegedly, Gaytan threatened to shoot a Southwest Side man, and then had another police official smear fake blood on Gaytan’s face to make it seem as if Gaytan was attacked? A previous donation was made in 2010 under the name Monterrey Security.

Friends of George Cardenas donated $2000 dollars in 2010. 12th ward Alderman George Cardenas was a member of the Hispanic Democratic Organization (HDO). HDO was a politically-connected group that cornered the market when it came to corruption.

Richard Mell, 33rd ward Alderman donated $250 in 2010. Depending how old you are and where you grew up in the city, you might remember him for being Former Illinois Governor Rod Blagojevich’s father-in-law. You might also remember him from being a part of the Vrdolyak 29, the group that opposed everything the city’s first black mayor Harold Washington wanted to do in the city council.

Akira, the shoe store donated $4000 last year to the Alderman.  Last year, I visited a friend who worked there. One of her co-workers took one look at me and jumped back. Maybe she thought I was there to rob the place (true story).

Since the Alderman does not want Chick-Fil-A in the 1st ward, the people on the south side could use it-and the jobs that go with it. No offense to anyone but it is what it is. Most of people who don’t want another Chick-Fil-A here are from the most hypocritical neighborhood in the city: Boys Town.

My take on this Chick-Fil-A thing is this: I have no problem with gay people but this fact of the matter is all of our money goes to some sort of B.S. we as the general public don’t even know about. I’m not defending them but that’s the truth. You can boycott them all you like but Apple founder Steve Jobs did donate a bunch of money our Mayor’s election campaign. Are you going to put down your iPhone and uninstall iTunes now?? Probably not.

Emanuel introduces ordinance for immigrant-friendly city

After much pressure, Mayor Rahm Emanuel took a major step in making Chicago more welcoming for immigrants by introducing the Safe Families Ordinance.

This ordinance is a direct result of pressure from ICIRR after Chicago Police arrested Rose Tchakounte, a 54-year-old mother and asylum seeker from the central African nation of Cameroon last February. Police stopped Tchakounte for failing to signal a turn and arrested her upon discovering an outstanding deportation order on her record. Charged with no crime, Tchakounte spent two nights in custody while Chicago Police waited for immigration agents to pick her up. When ICE failed to show up, Chicago Police delivered her to ICE’s doorstep. This conduct violated the spirit of the 2006 Chicago ordinance and mayoral executive orders dating back to 1985 barring city agencies and employees from engaging in federal immigration enforcement.

“Rose’s detention is a stain on Chicago’s record as a global city that welcomes immigrants,” said Alie Kabba, executive director of United African Organization and board president of ICIRR. “No immigrant should ever have reason to fear our Chicago police force.”

ICIRR met with Mayor Emanuel’s staff and with Chicago Police Superintendent Garry McCarthy to express concerns between the cooperation of the Chicago Police Department and ICE and need to strengthen the City’s 2006 ordinance. ICIRR also provided an initial draft of a proposed amendment, and worked on further drafts leading up to the ordinance being introduced. The Safe Families ordinance will clarify that Chicago Police are not to detain immigrants based solely on alleged immigration violations.

Immigrants make up 20.7 percent of Chicago’s population and Mayor Emanuel came into office pledging to make this city the “most immigrant-friendly city” in the U.S.

“Chicago depends on the vibrancy and economic stability that the immigrant community brings to the city,” said Lawrence Benito, ICIRR’s chief executive officer. “Making sure that our city’s law enforcement resources are focused on serious crimes that harm immigrants and natives alike, and that immigrants and their families are not subjected to racial profiling, will strengthen the relationship between Chicago Police and immigrant communities and make our entire city safer.”

ICIRR intends to ensure that the Safe Families Ordinance is enacted and fully implemented, and that Mayor Emanuel holds true to his pledge to make Chicago the nation’s “most immigrant-friendly city.”

Is the Hispanic Democratic Organization back at it?? Seems like it.

According to a recent Chicago Sun-Times article, State Rep. Edward Acevedo and State Sen. Tony Munoz ran their private businesses out of the offices of a crooked government contractor called Azteca Supply Co.

An Azteca employee-turned-government-informant told the FBI that Acevedo and Munoz kept an office space at the location.  Desks and computers were kept at the contractors offices.

State Rep. Edward Acevedo and state Sen. Tony Munoz are also Chicago Police officers on leave from the Chicago Police Department while serving in the Illinois General Assembly. Both men were prominent members of the now-defunct (allegedly) Hispanic Democratic Organization (HDO)

Community leader Cuauhtémoc Morfin, ran against Edward Acevedo earlier this year for the 2nd district congressional seat. Morfin was not surprised when he heard that Acevedo and Munoz had office space in a building operated by a company that has former employee who are now cooperating with the FBI.  “That doesn’t surprise me. Using their political power and leverage to do whatever they want,” Morfin said. “People are not surprised. They know how they operate. There’s no accountability, no follow up. What else can I say…? It’s impossible to compete against their machine.”

Blog: Austerity:The new normal??

Mayor Rahm Emanuel has drawn the ire of the Chicago Police Department because cops aren’t getting paid for working during the NATO protest a few weeks back.

The Mayor wants the Chicago Public School teachers to work longer days while schools all over the city are being phased out.  Don’t forget that the teachers’ might go on strike any day now.

Emanuel also wants the fire department to scale back on personnel and equipment.

The south branch of the red line will close for five months next year.

Wait! There is more.

People need to learn about a word that was thrown around during the NATO summit: Austerity

Austerity refers to a policy of deficit-cutting by lowering spending often via a reduction in the amount of benefits and public services provided. Austerity policies are often used by governments to try to reduce their deficit spending and are sometimes coupled with increases in taxes to demonstrate long-term fiscal solvency to creditors.

So you just read what this all means. Now you realize why all of this cost cutting, layoffs, and other things that are happening in this country.

Of course this sounds extreme. If you have another explanation that helps we are all ears.

Why didn’t the fans of Southern Mississippi  University’s basketball team know that Puerto Rico is a U.S. territory(which means they are U.S. Citizens)??

Why does a Chicago police officer tell a journalist and a photographer that their first amendment rights can be “revoked?”

And why have more people in social media posted links about Kony 2012 than about Trayon Martin?? 

I think that it is very interesting that an armed neighborhood watch volunteer can disregard the orders of a police dispatcher and go after a teenager,shoot him, and not be arrested. That does doesn’t sound right does it??? The kid was armed with a bag of Skittles and an iced tea. Sounds like he’s armed and dangerous. I’m okay with people wanting to post about Kony 2012 as long as they also post things about stuff going on here in the city too. It bothers me that people have no problem posting things about places they know very little about and completely ignore stuff that happens in the city i.e. the 6 year old girl who killed in Little Village when she was sitting on the porch.

So why was voter turnout  at an all-time low last night??

I think that it was a referendum on how people are aware than some politicians are not interested in being public servants. People are fed up with politicians who take cash bribes and only come around during election time looking for votes. It is very difficult to get people excited about elections when the general public decides to give all elected officials a no-confidence vote.

Blog: So much violence. Where are the answers?

I’m frustrated and maybe you can help.

I hope you can. 

When I first read the news accounts of 6-year-old Aliyah Shell’s death, it sadly seemed like so many other news stories.

A child killed by a random bullet. Police say it may be gang-related. Family, neighbors, and many others are heart-broken and outraged.

Same story, again.

Next I saw Superintendent Garry McCarthy, quoted at a news conference saying that the gun violence which fatally swallowed Aliyah Shell and nine others and injured 39 others over the weekend, was largely the result of gang violence.

And gangs have splintered and sprawled, he said, according to a story in the Sun-Times, making it more difficult to track them. Still, he said police know that gangs have had a greater role in the mayhem, claiming as much as 80 percent of the firearm violence in the city.

What I would like to know is what is exactly going on with these gangs. I remember folks from CeaseFire saying a while ago that some of the violence nowadays comes form gang wannabes, or just dumb tough kids, which makes it even more chaotic.

I would like to know why gangs live on in here despite years of police crackdowns. What is missing here? Not long ago I figured out that possibly as much as $100 million comes into Chicago yearly to deal with youth violence.

Tell me if this money is making a difference. Tell me if goes off in different directions or there’s a broad strategy in place.

And what feeds the gangs’ existence?

Is it the poverty that appears deeper and more punishing in many poor black and Latino communities?

Is it the sea of guns? If so, tell me about these guns. Where do they come from? What kind of guns are they? Tell me about the life of a gun so I can see the toll it takes.

Is the drugs? If so, tell me how they are marketed and who sells them and what happens the dealers? Let me see the lines that connect the drug links here.

I see from the Tribune that homicides are up 42 percent so far this year, and nonfatal shootings are up, too, 38 percent. I wonder about people who have been shot multiple times because we know that’s a reality too.  How many carry such wounds?

Tell me where the violence reigns. What streets? What police beats? Tell me who are the people the police arrest.

Tell me about violence’s long lingering impact on the streets where it happened, on the victims and the families it touched and  on the  emergency crews, the police, the court workers and all who regularly face it. Take me to the county jail or state prison or wherever I can hear from those who are the major actors in this terrible tragedy.

I wonder too about the latest count of those who have been paralyzed or disabled from the violence. I’ve heard that these numbers have been growing lately.

Help me see the larger picture.

Tell me what is happening in this broad human context so I can see where differences might be made.

Help me to spread the word that we don’t want the same story with few questions asked and few answers offered.

So, please pass the word that we have to know more.

If you work for a non-profit agency, or you are a journalist, or you simply care about what’s happening, talk to me. Let’s change the story.

We need to understand so we don’t hear the same story again and again this summer.

Yesterday I posted a blog condemning City Clerk Susana Mendoza for pulling the drawing that was created by Lawrence Hall Youth Services freshman Herbert Pulgar was the original winner of City Clerk Susana Mendoza’s 2012 Vehicle Art Sticker Design Contest. Mendoza pulled the drawing from the upcoming city sticker due to the resemblance of hand signals made by the street gang Maniac Latin Disciples. You might remember last year when Chicago Police Superintendent Gerry McCarthy made the Maniac Latin Disciples public enemy number 1 before the gang was targeted in a crackdown by Chicago police this past summer after a shooting at park wounded two young girls.

 

So I did some more research and came across a blog called Detective Shaved Longcock, a police officer blog with salty language I can do without.
“Like it or not Herbert Pulgar is a SELF ADMITTED MEMBER OF THE MANIAC LATIN DISCIPLES. Commonly known as MLD. If you need proof of this please ask his mother to release his juvenile police records on file with the Chicago police department or have little Herbert show you all his tattoos including the gang tattoo on his right shoulder.” According the police officer blog Detective Shaved Longcock. 

 

To make matters worst, Pulgar’s father, Herbert Sr. is a wanted by the international law enforcement agency Interpol for the following: Drug-related crimes and Crimes involving the use of weapons/explosives. The apple doesn’t fall far from the tree I guess.

Bottom line Pulgar tried to pull a fast one on all of us. I guess there is a reason why this kid goes to a school that takes in at-risk students. I’m glad that there were people out there who caught this before the city began to print out the city stickers. As a journalist, it is my duty to uncover everything in the dark so it can be brought to light. This story can now be used as a precautionary tale for all.
